1 – Antitrust Admonition

Antitrust Admonition was read for participants.

2 – Approval of Minutes – Vote

Motion to approve the November 12, 2025 PRS meeting minutes as presented added to the combo ballot.

3 – TAC Update

TAC approved all proposals that were submitted to them.
No special takeaways or additional feedback from TAC were noted.

4 – Project Update

RTC Go-Live

ERCOT, market participants, and vendors were recognized for their efforts supporting RTC go-live.
The RTC budget was initially estimated at $50M, but final costs were $32M due to efficiencies in hardware and early delivery.

Budget Discussion

The original budget idea had been $25M.
Troy noted the evolution of the budget and explained benefits gained from the $50M IA.

Project Revisions

Discussion included the split of PGRR115 and the roll-out of NPRR1234.
Participants were encouraged to review market notices regarding NPRR1234.

2026 Projects Overview

Initial mentions were made of NPRR1234 and other upcoming projects including PGRR131 and SCR820.
More details are expected in Q1 as priorities evolve.

Labor Hours and Project Capacity

Discussion covered record project labor levels over the past few months and ERCOT’s approach to aligning resources for revision requests.

Current and Upcoming Projects

ERCOT provided an overview of NPRR1188 and NPRR1244 starting soon, NPRR1238 beginning in January, and the possibility of multiple releases extending beyond a year.

Stakeholder Involvement

Stakeholders were encouraged to participate in workshops before finalizing decisions on projects such as the large load curtailment manager, to allow input on alternatives.

Regulatory vs. Enhancement Projects

ERCOT clarified differences between regulatory projects and enhancements, emphasizing whether a legislative or commission directive exists.

Appreciation and Next Steps

Appreciation was expressed for Troy Anderson’s detailed reporting and inclusion of new insights reflecting community and stakeholder interests.

5 – Urgency Vote – Possible Vote

Motion to grant NPRR1311 Urgent status; to recommend approval of NPRR1311 as submitted; and to forward to TAC NPRR1311 and the 11/25/25 Impact Analysis added to the combo ballot.

Discussion Points

The urgency vote concerns correcting an error in the real-time reliability deployment price order calculation.
The change affects how the reliability deployment price for ancillary services is set during a firm load shed condition under EEA3.
The current protocol sets the total price (price adder + pricing run) equal to the maximum value on the ancillary service demand curve.
Previously, prices were capped at $5,000/MW-hour or less, but after NPRR1268, prices can exceed this amount.
The correction links the total price to the value of lost load instead of the maximum value on the ancillary service demand curve.
The correction ensures the protocol aligns with RTC+B and does not exceed the effective value of lost load.

Discussion clarified that prices would not go negative due to post-process capping even if AS demand curves exceed value of lost load.
Confidence was expressed in ERCOT’s market rules and implementation approach despite a busy schedule of NPRRs going live.

Conclusion

The meeting concluded with agreement to proceed with the urgency vote and place the issue on the combo ballot for TAC consideration in January.

6 – Review PRS Reports, Impact Analyses, and Prioritization – Vote – denotes no impact

Motion to endorse and forward to TAC the 11/12/25 PRS Report and 10/28/25 Impact Analysis for NPRR1304 added to the combo ballot.
Motion to endorse and forward to TAC the 11/12/25 PRS Report and 10/28/25 Impact Analysis for NPRR1305 added to the combo ballot.

Discussion Points

NPRR1214 and NPRR1275 remain tabled with no action taken.
Two new initiatives were discussed to move binding documents into protocols.
NPRR1305 relates to counterparty and identifying resource nodes and has no project or cost associated.
Recommendation was made to submit NPRR1305 to the combo ballot list.
NPRR1304 and NPRR1305 were added for endorsement and forwarding.

7 – Revision Requests Tabled at PRS – Possible Vote

Austin Rosel sent an update and request to PRS regarding NPRR1264.
A draft and pre-comments were shared, with feedback requested by January.
NPRR1284 and PGRR134 remain under discussion at CMWG.
NPRR1292 remains under discussion.
NPRR1296 continues intensive discussion at WMS.
NPRR1301 remains tabled at CMWG with an update provided to WMS in December.
NPRR1206 remains tabled with ERCOT comments filed to keep it tabled; update planned no later than 2026.

Discussion included alignment and timing for market engagement across projects as part of the larger I’M program.
Realignment efforts are ongoing, with further updates expected in Q1 2026.
TWG discussions will continue with developments as needed.
Vistra proposed a small language change for consideration.

8 – Review of Revision Request Language Vote

Revision requests with language under review included:

  • NPRR1307 – Revised Definition of Mitigation Plan
  • NPRR1308 – Related to NOGRR282, Large Electronic Load Ride-Through Requirements
  • NPRR1309 – Dispatchable Reliability Reserve Service Ancillary Service
  • NPRR1310 – Dispatchable Reliability Reserve Service Plus Energy Storage Resource Participation and Release Factor
  • NPRR1311 – Correction to Real-Time Reliability Deployment Price Adders for Ancillary Services under Load Shed for RTC+B

8.1 – NPRR1307

Motion to table NPRR1307 and refer the issue to ROS and WMS added to the combo ballot.

NPRR1307 was introduced by ERCOT to document pre-contingency load shed plans for certain conditions within the mitigation plan definition.
Freddie Garcia emphasized the need to codify pre-contingency load shed plans without granting ERCOT authority beyond protocols.

Historical context included South Texas and Far West Texas IROL instances showing increased need for pre-contingency actions.
Stakeholders raised concerns about RDPA implications and requested further discussions in ROS, OWG, WMS, and WMWG.

ERCOT clarified that pre-contingency load shed is a last resort for scenarios where post-contingency actions are infeasible.
Discussion covered quick-response system constraints such as instability and cascading scenarios.
Stakeholders emphasized the need for studies to identify scenarios and document mitigation plans.

Action Items:

  • Table NPRR1307 and refer to ROS and WMS for further discussion
  • Continue stakeholder engagement in OWG and WMWG as needed

8.2 – NPRR1308

Motion to table NPRR1308 and refer the issue to ROS added to the combo ballot.

Patrick Gravois introduced NPRR1308 to define “large electronic load,” targeting data centers and cryptocurrency mining facilities.
The definition identifies loads where 50% or more demand consists of power electronic base load tied to computational load.

NPRR1308 and NOGRR282 were given board priority status with a focus on collaboration rather than expedited implementation.
Stakeholders discussed the 50% threshold, and ERCOT explained it was based on observed demand patterns.

Concerns were raised about alignment between NPRR1308 and NOGRR terms and technical requirements.
Consensus formed that the Large Load Working Group (LLWG) is the appropriate forum for deeper discussion.

Next Steps:

  • Table NPRR1308 and refer to ROS
  • Coordinate updates through LLWG, TAC, and ROS with board updates expected in early 2026

8.3 – NPRR1309 & NPRR1310

Motions to table NPRR1309 and NPRR1310 were added to the combo ballot.
Motion to grant NPRR1310 Urgent status passed with 13 for, 4 against, and no abstentions.

Introduction to NPRR1309 & NPRR1310

Both NPRRs were introduced together as part of a coordinated DRRS market design.
NPRR1235 (an earlier DRRS design) is being withdrawn.
Both NPRRs reflect prior stakeholder workshops and statutory requirements under 88R-HB1500.

NPRR1309 – DRRS as an Ancillary Service

NPRR1309 defines the statutory DRRS ancillary service.
Eligibility includes dispatchable online/offline generators meeting ramp and duration requirements.
DRRS can clear in DAM and real-time markets; real-time participation requires availability in COPs.
DRRS is intended to offset RUC rather than be procured through RUC.
Offline DRRS continues to be deployed via RUC.

NPRR1310 – “DRRS-Plus”

NPRR1310 includes all NPRR1309 elements plus:

  • Participation by energy storage (subject to PUCT approval)
  • A “Release Factor” controlling overlap of DRRS capacity with other awards

ERCOT explained the release factor provides policy flexibility, ranging from operational-reserve-like behavior to dispatchable support behavior.

Stakeholder Questions and Discussion

Stakeholders asked whether overlapping DRRS awards are visible to SCED and whether capacity is “reserved.”
ERCOT clarified DRRS remains co-optimized like other AS products and overlap affects accounting rather than SCED visibility.

Questions were raised about procurement, budgeting, and extreme-event scenarios.
ERCOT stated these issues fall outside the NPRRs and require separate future policy decisions.
Aurora study modeling was described as informational and not prescriptive design.

PUCT staff noted the Commission will soon discuss a roadmap for the reliability standard and encouraged monitoring alignment needs.

Process and Timeline

Stakeholders proposed not referring NPRRs to working groups to avoid delay.
Instead, both NPRRs will be handled through TAC or joint TAC/WMS workshops beginning in January.
PRS will table both NPRRs without referral to keep NPRR1309 on track for the June board deadline.

Vote and Outcome

Urgent status for NPRR1310 was debated and approved by a three-quarters majority.
Both NPRRs will remain tabled at PRS without referral and will be addressed in January stakeholder-led workshops.

10 – Other Business

Britney Albracht provided updates on OBDs and protocols.
NPRR1294 was recommended for approval by the board and will go to the commission in January.
Three NPRRs are currently in process with subject matter experts reviewing them for “non-forklift” revisions.
Additional updates were provided on approval status and upcoming substantial revisions.

11 – Combo Ballot – Vote

Motion to approve the combo ballot as presented carried unanimously with no abstentions.

12 – Adjourn

Acknowledgement was given for the hard work of ERCOT departments and market participants.
Appreciation was expressed for active participation and time investment in discussions.
Well-wishes were shared for a restful holiday season and continued collaboration next year.
