3 – SCR819 – NPRR1111 – NTE Implementation Monitoring and Impacts – Freddie Garcia / Alex Lee

  • ERCOT’s Alex Lee presented an intermediate performance review of SCR819 (tied to NPRR1111).
  • SCR819 was reactivated after the 2021 winter storm Uri and implemented in June 2024.
  • Goal: improve control over Generic Transmission Constraints (GTCs) by curtailing all resources behind a GTC to avoid exceeding base points.
  • Results showed improved management of GTC flow, reducing spikes and maintaining flow closer to limits across Panhandle, West Texas, North Edinburgh–Lobo, and Zapata–Starr interfaces.
  • ERCOT will continue analysis/testing and provide more guidance for control room operators.

4 – CRR LTAS Update / Transaction Limits – Samantha Findley

  • LTAS data on submitted transactions and bidding behaviors showed rising volumes and performance risks in CRR LTAS auctions.
  • Proposed paths to address issues:
    1. Administrative Guardrails: limit transactions per TOU; lower bids per account holder.
    2. Market Incentives: raise minimum option bid price; consider an unawarded option bid fee.
    3. Market Redesign: discontinue multi-month bids in LTAs; adjust network model percentages.
  • Stakeholders discussed feasibility, impacts, and unintended consequences; requested studies to separate effects of options vs obligations.
  • ERCOT committed to study multi-month bid removal and to file an NPRR enabling administrative limits and lower bid caps.

5 – NPRR1214 RDPA Fix to Provide Locational Price Signals, Reduce Uplift and Risk – Ryan King / Shams Siddiqi

5.1 – ERCOT comments

  • ERCOT filed comments on Aug 9, incorporating feedback from prior CMWG discussions and bilateral talks.
  • Concerns noted on treatment of energy storage resources, impacts of NPRR1188 nodal settlement for CLRs, and modeling of DC Tie curtailments.
  • Conclusion: current NPRR needs additional refinement; implementation only feasible after RTC.

5.2 – Sponsor update – Shams Siddiqi

  • Presentation on indifference payment concepts to correct incentive incompatibility with dispatch under RDPA/RTC.
  • Covered price signal inefficiencies at resource nodes and examples (e.g., Turkey Track Wind, Wolf Hollow).
  • Addressed ERCOT feedback on storage, DC Tie curtailments, and implementation risks pre/post RTC+B.
